Abstract

This article aims to present and contextualize hybrid threats of interest to security and public order (AHISOP). To this end, the main methodology used was a literature review. The research was carried out through a systematic search of academic databases, including Google Scholar, Scopus and Web of Science. Due to the specific characteristics of the topic (not yet developed in academia), much of the content was also collected from specialized websites, such as HybridCoe and Military Review, and from books on the subject. The following inclusion criteria were adopted: 1) articles and books published in peer-reviewed academic journals or specialized websites; 2) articles that address the topic of hybrid threats, or that are relevant to the topic, such as "information age" or "bandidolatria" (the idolization of bandits). As a result, it was found that hybrid threats, in addition to the physical dimension, also have the informational and human dimensions as their domain of action and that, because they are little considered in the operational environment of police, they require an evolution in the police culture in order to deal with them. By way of conclusion, it can be inferred that the operational superiority of the police in the face of hybrid threats necessarily requires mastery of the cognitive field, requiring new knowledge, skills and attitudes from that institution in the physical, informational and human dimensions.
